OERL was established in 1995 as a recruitment company specialising in search and selection of candidates for mid-level and senior management positions. Its primary focus is the offshore financial services market and it draws on wide experience in this market gained throughout the 1990s.

Personal Profile - David L. Tarver, Director

Educated in Jersey and attended the University of Birmingham, completing a B.Sc. (Honours) Degree in Chemical Engineering and a Masters Degree in Business Studies. After ten years working in the UK, ultimately as corporate planner for a major London-based conglomerate, he spent ten years in senior positions in North America in marketing, business development and financial planning for major companies including ICI before returning to Jersey. He has worked full time in offshore recruitment since 1991, establishing Reads Executive Recruitment (1991-5) covering mid-level and senior recruitment locally and in other offshore jurisdictions, prior to founding OERL in 1995.
